A 60/40 seat is the #1 thing that Ford could do for little or no cost and make the MY23 a better truck. There are lots of little things that could be done to improve the Maverick, but the lack of a split seat is almost unforgivable in a vehicle marketed to young families (and old guys with grandkids).
"little or no cost" ?

It involves much more than just cutting the seat in half. There would be the engineering of the frame and manufacture of that part. The second seat design and it's manufacture. Seatbelt engineering. THEN.......they would have to do testing on the seat to make sure it passes federal guidelines on passenger safety, etc.

It's not just the snapping of fingers.

This and not having the seatback fold flat are two huge oversites... I don't have kids so the 60/40 split on the bench doesn't matter too much to me, but having the seatback fold flat would be great for my dog or storing interior items that I don't want scuffing up the seats.
If it folded flat it probably wouldnt be comfortable and legroom would be reduced. Doesnt matter for kids and cargo but for a vehicle replacing sedans it is important that the rear seat be comfy enough for adults.

I think for this to work someone will just have to take a tape measure to a pick n pull and then fabricate brackets. No big deal unless your a worry about insurance risks type of person, but then the word "hack" shouldnt be in your vocabulary.

As for the need, I dont think its a big deal to split it or fold it flat. I dont have kids am I'm getting Wet Okoles for mine when available. For people that do have kids. I say this with all due respect and that means you cant be offended by it(ask Ricky Bobby). You did the deed, suck it up and quit trying to make the world fit your childs needs. Better to make your child fit in the world. Seriously parents are the absolute worst, especially today. Its hard to even have a conversation with them without having to look through the lens of total crippling fear that their child wont have a perfect childhood and be perfect. Sorry its a cheap truck it wont have everything you "need", I blame your parents for not making you more perfect and in turn having more money to afford a more perfect car.

maybe focus groups decided having the unique under seat storage was a better option if Ford could only do 1 or the other on this low end vehicle?
Definitely a possibility. I suspect that Ford may have had to shelve it for a simpler 100/0 seat to meet launch timelines, or they deliberately wanted to save it for later. The first gen Super Duties came with a 100/0 rear seat at launch, but that was changed to a 60/40 seat during its refresh in '05.

In a similar fashion, the tenth gen F-150 had a mild styling refresh in '99 (just two model years after launch) which also included the PI heads on 5.4L engines. The SuperCrew was launched in '00, and the PI heads arrived on 4.6L engines in '01.
