This is sounding more and more like a fuel gauge sensor in the tank, they used to be a float connected to a potentiometer , when the fuel level changes, the float moves and adjusts the potentiometer sending a different voltage to the car electronics.

Leaving your USB stick plugged in is not a problem, it's basically plugged into a computer/radio, in this case the car's computer/radio. If that computer/radio is off, the USB device is not being polled.
