Ford Motor Company requires a COVP, if the dealer doesn't do it, per the memo, your order will likely be canceled. FMC is very strict, when they say you need to do something, you better do it.
It is a memo sent to Ford Dealers from FMC, COVP is a program that the dealer enters your Drivers License number in to the system to verify you are you, and not a fake order.
