There's really only one way to know for sure: pull them all and see if they stick to ferrous things.
Be quick, though, or all your oil will end up on the ground, and that's bad for the environment.

If I was to fix this myself:
1. Unbolt the support from the crossmember.
2. Mount the support onto the exhaust hangers.
3. Push the assembly up and bolt it back to the crossmember.

Grommets have holes in the center and act as chafing gear for wires, hoses, etc.
Plugs, and this should be obvious, do not.
