Most don't, but there are several examples on MTC of people who were charged ADM on orders or who walked away from an order because of ADM (or over priced or worthless dealer add-ons)
If the dealer knows you don't want to keep it, why wouldn't they just demand huge ADM to force you to walk away so they can then just pocket all the profit?
