I have an XLT EB with hitch ordered. I am thinking of adding the lux package to it. Does that help or hurt my chances of getting built? My other option is to buy a locally available XLT EB with only hitch, wheel locks, and tailgate lock for about the same price as one with the lux package.

SIBL was never part of the MY23 Lariat Lux package. While it was part of the MY22 Lux, It was removed because it is a known constraint, but it is still available as a stand alone option.
