Kinda looks like the lip will require the fender flares due to the width of it overall. ...but being fiberglass, anything can be modified to fit.

I was thinking a piece of heavy mylar but the same effect. Plugging those vent holes doesn't seem like a preferred choice. Deflecting dirt and moisture would be better in my mind.
