Maybe its just the Alto Blue, I have one chip that was down to the metal, another that was to the primer and a spot that looked like the clear coat was slightly flaking. I had to get some touch up paint to fix the spots, hopefully it doesn't rust out.

Some sort of car detailing shop in your area, some auto body shops also do it since it might have a little bit of paint correction that has to happen. Most likely if a place does window tint then they will do ceramic coating, at least in my area.
