Rural western PA is very hilly and pretty much everywhere you go besides highways is tar and chipped. You spray the pavement with a layer of hot tar then cover with a layer of pea gravel. I drive country roads for most of my commute to work. Basically, I am driving on close to gravel everywhere.

I have the same problem. It is an issue with the crappy radio software. I use a wireless adapter which doesn't have that problem. When connected if you switch the call to speaker and back to carplay the issue resolves itself as well. The issue is only on the first call made or received.
