They are almost always within 5% of 30#. This is regulated so that trucking and material handling is predictable. You don't want to load a pallet to a certain weight, and have it grow on you.

A priority 10 means nothing other than it having higher priority than other orders of similar builds at that same dealership. I have three orders, all priority 19, all scheduled to be built in the next 4 weeks.
How many orders and allocations does your dealer have? How many orders and allocations does the other guy's dealer have?
Your personal experience is not evidence of anything. Our family has 3 orders, all with stand alone hitches, all scheduled for Dec builds.
