Very disappointed with Fords choice of washers. I don't Know what to do about the rusty washers on the tailgate. I guess I will switch them out with stainless.

Only if you want to replace it with another one that will rust. My plan is to watch this carefully and replace them with stainless if needed. It's a $20k base vehicle - don't expect too much.
