Seatbelt Question

Seeing if one of you could possible check to see if your drivers seatbelt latch (where the buckle plugs into) pivots? My passengers side pivots but the drivers side does not. Looks like it will flex to allow proper buckling but just noticed this and wanted to make sure everything is in working order. Appreciate the help.
