iOS App - Welcome Screen doesn’t always disappear on its own.

Is anyone else experiencing this? Often when I open the app the initial screen (picture) does not slide away but if I slightly pull up on the app like I am going to go to the app switching mode and release so the app stays open then the app will open. It has been doing this so long I can’t remember if it always has… I always update iOS and app versions when available!
