How can I reprogram the recirculating function in climate control system?

... I believe all cars go to 'fresh air' mode when the key is off to prevent suffocation if the is a refrigerant leak from the AC.

On vehicles that cancel Recirc when parked/off, the reason may be to help the evap. coil dry out, when parked for long periods of time. Recirc is also auto-canceled in some vehicles, if in heat/floor mode. This prevents the windows from fogging up in winter, if the compressor isn't running.

Startup ritual set recirc button to preference , push seatbelt ok, push start stop button. Did I miss anything?

Set drive mode - which also resets fo "Normal" everytime you turn the truck off.
