The mud flaps were on first. They had to take them off and do a little work on them so they'd fit with the flares. Surprised it wasn't a perfect match up.

I also added fender flares but I also put on mud flaps and a hitch receiver. Got the receiver from Harbor Freight. It's the bigger one w/ 5000lb capacity and as you can see it is too big and I had to do some serious cutting and trimming but it came out ok. Probably should get the smaller one a 3000lb capacity. I did not fully removed the bumper cover, I just pulled it away enough to slip 2 U bolts 1/2" x 2" x 5" . In had to drill 2 - 1/2" holes in the mounting plate and I used Lok-tite and lock washers for the bolts. Mud flaps and fender flares are Mabett and I had to do a little cutting and trimming to get them to fit together but it came out pretty nice I think. I like the appearance of the fender flares. I watched J.C.'s video ( The Cuban Redneck ) for instruction on how to remove the bumper cover.
