I’m looking at a used pop up that has a dry weight of about 1450 pounds, but has a GVWR of 2090. Would this be safe with the hybrid Maverick?

It's going to put you up against the gross combined weight rating, which for the hybrid is 6010 lb. 90lb isn't really a big deal to exceed the *tow rating* by but that weight only leaves you 246 lb for passengers and cargo before you hit the GCWR.

You do have some room for cargo in the trailer weight rating so it could *maybe* work. I'd take the dry weight of the trailer and add 16 gallons of water at 8# per, a full propane cylinder, and the weight of your passengers to determine how much capacity for cargo you have left. Keep in mind that if your passengers include kids they tend to get larger over time.
