The tenative answer is this upon further digging. At least in this case it has a receiver hitch and 4 pin connector, @Ranch is correct about the TRM being installed with a receiver hitch and 4 pin connector. The question is do they also come with the brake control switch in the front dash. The as built shows they are configured differently from 4K package truck build data. Either way the point is the TRM module is the same part in either case and all it means is if you have one and no 4k package you should be able to add a 7pin connector and brake control switch along with some module changes to get it to work with electric brakes.I was impatient and didn't type what I was thinking as another possibility which is that the as built you're looking at is wrong in some way or you're reading it wrong.
Here's the window sticker for that truck. It's an XL hybrid so I'm sure it doesn't have a trailer brake controller.

Again going back to your incorrect belief that it's possible to order a truck with the brake controller and not 4k. It's never been possible.
