I was impatient and didn't type what I was thinking as another possibility which is that the as built you're looking at is wrong in some way or you're reading it wrong.

Here's the window sticker for that truck. It's an XL hybrid so I'm sure it doesn't have a trailer brake controller.

Again going back to your incorrect belief that it's possible to order a truck with the brake controller and not 4k. It's never been possible.
The tenative answer is this upon further digging. At least in this case it has a receiver hitch and 4 pin connector, @Ranch is correct about the TRM being installed with a receiver hitch and 4 pin connector. The question is do they also come with the brake control switch in the front dash. The as built shows they are configured differently from 4K package truck build data. Either way the point is the TRM module is the same part in either case and all it means is if you have one and no 4k package you should be able to add a 7pin connector and brake control switch along with some module changes to get it to work with electric brakes.

Really? So someone special ordered a TRM but no hitch to use it? Strange. You could be right and they didn't list the hitch.
You are right about them putting TRM modules with hitch receivers with a 4 pin connector. Looks like they just don't wire up the trailer switch and program it differently most likely to communicate to the IPC that a trailer is connected and to the ABS to use different braking strategy for the tow haul mode when a trailer is attached.

What I can say for sure for IPC aka instrument cluster the 4 pin connector is not wired directly into the cluster so it has no way to know if a trailer is connected or not. It would have to be broadcast another way and that is through the Can Bus pins and that would require the TRM module to send that information.

After reading about all the constrain options that could lead to a delay, i went all in with the thought that Ford has scared a lot of people from ordering those options. So I ordered a
Alto Blue EB, AWD, FX4,Tow, Lariet Lux and Co Pilot 360
So here I sit Old fashion in hand waiting!
