UTQG is a pretty useless measurement. It's self-reported by manufacturers and is based around testing 40 year old tire technology without any adjustments for modern tires. There isn't any true standardization.
A UTQG rating of 400 on a Michelin tire will not be the same as a UTQG rating of 400...

My guess would be the seat uses the most power as it is heating up wires with the purpose of changing electrical energy into heat energy.
The heater is only powering a fan to move the heat from the engine to the cabin. It's not trying to hear anything up with electricity.
