We hook up with the RV not running, but I don't think that is an issue either way. On our Tiffin with a Ford gas V8 chassis the charge line in the umbilical is hot all the time.
Here is the Flat Tow setup instructions that I posted a while back. Probably a good time to repost it. You can print it out and laminate it. One side for setting it up and the back side for turning Neutral Tow off.

Be sure you get a tow bar rated for the weight of your Maverick. A non-binding tow bar is well worth the extra cost. I have an older Roadmaster Sterling tow bar with an adapter to fit the Demco base plate. Blue Ox tow bars hook up to the Demco base plate without an adapter.
