Ordered with no deposit, just a signed order sheet. They called me the day it rolled off the truck and I paid MSRP. It's possible a dealer can do whatever they want though. Seems Ford doesn't have much control over dealers at the moment.

They definitely can. All the tuners for the Ranger had changes made for the shift points, etc.

Installed my TruXedo Pro X15 tonneau cover. Love how it sits almost flush with the bed. Not a bad install at all. Took about an hour.
