If you've had this problem since you've owned the truck, what if Ford put XLT lug nuts on by mistake?
Here are a couple pics clipped from MTC. Note the stock XL has a longer body between the bevel and the ring. The ring is what the caps clip to.
Any chance your lug nuts are defective? Perhaps swap your caps with another XL at the dealership?
For pop off testing, what about pulling on the little notch with a luggage/fish scale? Unfortunately I have neither. Or at the dealer, compare with an XL on the lot by pulling both.

When I did the same, I put a strap between the front 2 tie downs to keep the front down.
Also brought an 8 foot 2x and tied everything together

Yep, it's just a friction fit. Between it's weight and the bikes it's pretty solid. The straps on the bikes are also angled forward a bit, so that helps pin everything against the floor and cabin wall too.
I think ford did a good job with the location of the bed pockets and the D rings...
I wanted to build a rack for 2 bikes that could serve double duty as a stand in the garage when not in the truck.
