Without a COVP as far as Ford is concerned you never had an order placed. So your dealer is either clueless or shady. As I understand it they were requiring this to prevent dealers from placing retail orders for fake customers.

Exactly. Different driving style , terrain and traffic will all vary the MPG a lot. But the EPA ratings will show the difference between the two regardless of who is driving.
