I don't believe having the trailer hitch and wiring as part of the package is "rare"... It's the stand-alone receiver/wiring pkg that is constrained. I believe that's been the case all along. I strongly suspect that Ford prioritizes the receivers (and wiring) that it gets for the "packages"...
