i know all modern paints are water based but these spots look like old fashioned solvent pop where the coats were applied too quickly together allowing the lower level to outgas through the newest coat . But id have to see it in person to be sure. The robots may have gotten in a hurry on...
I think the first think Iāll do is use some iron remover to get the embedded rail dust of the paint. Then check smoothness with a sandwich bag swiped over the surface. If slick then Iāll skip the clay and got to a polish with a DA polisher and polish before ceramic coat.
