It's all about frontal area and wind drag. My friend gets 6-7 MPG towing his race car in a 24' enclosed trailer, but 14 MPG hauling it on a low open trailer.
Maybe pack more stuff in the back of your trailer to lower the tongue weight? Looks pretty small to be at maximum tongue weight, you might have too much weight packed in the front.

I'd spray the inside of the rocker liberally with Fluid Film (or similar) then add the mud guard. Road salt spray might still get in there, but at least it won't have any effect on the protected metal
