There are rubber gaskets on either driver or passenger side. When I did my fog lights I went through the passenger side since the wires came right off the BCM. There is a designated spot to put your own wires.

I wouldn't trust those taps on small wires (or anything on a vehicle for that matter but that's me).
Simple/cheap method:
Remove some of the tape to give yourself room
Cut the wire
Use a sealed butt connector on one end (various alternatives)
Twist together a tap wire with the other end and...
Are you saying the noise is low/middle along the door near the fender? I would check for debris like leaves poking out. Look at the mirror and bottom of the windshield as well.

For me, I'll drive ~1000ft from my house to the corner (usually electric only), stop, turn, and as I begin accelerating on the main road (engine kicks in) I'll hear a faint noise like a siren waning. I've gotten used to it but I still glance in my mirrors just in case.
