Tow Hitch constraints usually only applied to the stand-alone option, not anything with the tow package. Meaning Ford anticipates it has enough hitches (wiring harnesses are really the issue) to satisfy all orders with tow packages but not enough to satisfy those PLUS the stand-alone hitch...
