Trying to figure this all out is impossible; I ordered in autumn of 2021, rolled it over the first full business day possible autumn 2022. No sign of life from Ford except now they send regular notices about loving us.
I'm in a similar position, hybrid xlt luxury package in early November 2021, rolled over "correctly", no news... Except Ford is now sending emails every few weeks about how valuable our orders are to them!
The idea that dealer allocations should "trump" the date of customer ordering... on top...
I just got that email too. Originally 11/2021, reordered it on 9/18/22 XLT for 2023.
My dealer says they are having trouble re. the "private offer" with Ford, because my dealer did not do the "COPV" on the 2022 model. They were told by Ford they did not have to do COPVs for Mavericks, but now...
That's a reasonable point! Unfortunately I've seen little evidence of particular competence among the database developers (or maybe it's their managers, or some other part of their system, who knows.) But they could not even send basic update emails to all the customers who'd ordered Mavericks...
I've been wondering about the percentages for various packages that Ford provided, as mentioned in the very helpful Fordvideoguy Youtube last week.
I might get the numbers wrong but that's not the main issue I'm asking about.

Yes the feedback "SEND" button on their FAQ page didn't even work. OMG there are a million people right out of school who could make that button work.
