As others have noted, it’s dealer dependent and not universal for Ford.
I have an 11 on my XL w/2.0T AWD (local dealer) & a 19 on my XLT w/ 2.0T AWD (Chapman).
I have ordered an XL with a local dealership and ordered an XLT with Chapman. I will chose which is best for me! My local may want to charge MSRP on the XL which is only a few hundred less than 3% under invoice that Chapman is doing on my XLT!

I am hoping for an electric ranger (doubtful as they dont want to steal the Lightnings thunder) or a plug in hybrid possibly. Really just want a truck that can tow 4,000-6,000 lbs and be a hybrid!

well talking MPG, the AWD 2.0 system isn’t going to be a world beater. I would bet only a few digits better than a Ranger or Tacoma (v6).
however an AWD Mav is still 5k cheaper, smaller, and has better tech than a 4x4 Tacoma so there are some pros!
Like what @Lappo424 said, the dealership can charge you the correct state taxes if they know where you live and will be going with it. It isn’t as uncommon as you would think!

Agreed. I’ve ordered both the XL and XLT in the same configurations (AWD, 4K towing). I am still on the fence on an XL or XLT Ranger but waiting to test drive the maverick first.

I am not surprised it is (probably) past 40,000 now. I ordered one (maverick XL) already but also have a reservation on a Lightning (base). Crossing my fingers that the 12.5k tax incentive gets pushed through, otherwise I will pass on that one and stick with the Mav.
They won't lose my sale, but i would love for cruise on an XL for ~$500 or so. If it creeps up into the $1,500 range i would pass as one can upgrade to the XLT for 2200 more.
I wish I could wait until the AWD hybrid (towing capable version) or EV version of this truck, but I needed a small pickup 6 months ago and have been making due with my focus and wifes outback.
