This feels like more of an adapter/settings issue. You might want to play around with the default connection settings that are under the "Connection Tab" of the "Settings" menu (the gear icon).
The regenerative braking stops around 3 MPH, and it switches to only being manual brake pads on rotors at that point. If this is the first stop after it has been sitting for a while, it is most likely you feeling the physical brake pads rubbing off the surface rust/moisture/etc.... on the rotors.
