You do not have to lose the tie down. The pictures show tie down made and sold by a member here. He was selling them in a pair. Stainless steel, really nice. Not sure if he still makes them. I bought a pair only used 1. Sold the other to a member here who was looking for just one also. Really...
You have the rails too low or angled. readjust the rail at the tailgate end a little higher as already suggested.
While you are at it move the rails back where you had them, That rear foam pad should have an 1/8" of compression not a gap as your pictures show.

Yes SIBL, drop in may be some of it but if closing cover at tailgate doesn't seem loose I don't see why drop in would matter. Good luck figuring it out.
