Scanners are typically attached for diagnostic purposes, readings taken and then removed. I don't think anyone's concerned about the onboard modem possibly being disrupted for the couple of minutes that it's being scanned in their driveway or at a shop or dealership.
A scanner doesn’t interfere with anything, it simply reads the stored codes the same as a dealership scanning the car. It tracks way more than a check engine light.
