I lived in El Paso during my army days. Not a area I'd recommend unless you like blowing sand, rock mountains and few trees. The sand can be brutal on a car's finish.
Another reason I DIY oil changes is I've seen too many examples of ham fisted mechanics who over tightened drain plugs and stripped the threads. Then to hide their mistake they'll add a self tapping oversized drain plug to the unsuspecting customer's car.

Florida is not what it once was and never will you hear a southern accent. It's so expensive and over crowded to live there the half-wayers ( as they call themselves ) are now retiring in the Carolinas. I would think the PNW would be a great choice if you stay away from the large cities.
