You will be prioritized as a rollover. Get what you want. Ford said they would build all of the rollovers with a few rare exceptions. Your order is pretty straight forward as long as your dealer has their act together.

The wording suggests that once you are scheduled for MY23 Ford will actively work with the dealer to remove your duplicate MY24 order from the system. So if you are scheduled already they likely won't create a "rollover" order for you.
