Earlier this summer, it progressed to: two tandem canoes over top, three kayaks in the bed, and one kayak jammed over top on the diagonal from front left to back right tower.
The way I have it positioned, the velcro does not touch the painted metal at all. If I stretched it further, maybe the edge of the velcro could touch the painted surface.
