    I think it may be the camera angle? The outer tread/ not sidewall of the tire is inline with the outer edge of the flap.

    Bought a set of Rekgen universal Trophy Sport flaps. In photo all 4 flaps come that size. My cut down version is on the left for comparison. I made a bracket for the flaps.     Photo of the bumper removed. Pretty straightforward.. like OP mentioned bolts and fasteners. You do need to remove tail light for one bolt on each side.

    Another idea on sensors, just them wired up and tuck them somewhere safe in body. Then shut off sensors
