Short answer is maybe. What should be possible if the answer is no then there should be another equivalent mono tube shock that can be used for hybrids.

Longer answer has to do with the suspensions themselves. The FWD vehicles use rear force vector springs while AWD vehicles use a standard rear coil spring design. The AWD rear springs are the same for FX4 and non FX4 builds. Front shocks are the same on both AWD and FWD regardless of the build.

With that said those springs and suspension differences are what keep FWD vehicles from having a 4k tow option and AWD being offered on the hybrids.

So for the shocks themselves it would a cut and dry yes or no if the 2.5L hybrid FWD vehicles and 2.0L ecoboost engines used the same rear shocks. The problem is they don't.

FWD twin tube shocks for 2.5L hybrid are motorcraft part number NZ6Z18125D

FWD twin tube shocks for 2.0L ecoboost are motorcraft part number NZ6Z18125C

These are not interchangeable between the engines according the parts catalog and only for FWD vehicles

AWD on the other hand.

AWD twin tube shocks are motorcraft part number NZ6Z18125A

The AWD monotube shocks which are on the FX4 package are motorcraft part number NZ6Z18125B

The parts catalogs say they are interchangeable between AWD and FWD for these but only on 2.0L ecoboost engines.

So the longer answer is to find out exactly what the difference is between NZ6Z18125D and NZ6Z18125C before proceeding.

No 4k on the FWD is more likely due to the front end (un)loading concerns. After all it was an orderable option that did very nearly make it to production.

The front ends also use different roll bars for FWD rear force vector spring suspensions vs the standard rear coil spring suspensions on AWD vehicles. With that said if it wasn't a limiting factor for 4k towing then the FWD 2.0L ecoboosts should have at least gotten the option for the upgrade on the final revision which they didn't.

It is pretty straightforward why there is no AWD with these force vector spring rear suspensions because of clearance issues for the AWD components.

What does beg the question is why did Ford didn't put a standard rear coil spring suspension system on the 2.5L hybrid? That seems to be what the original plan was when they first offered them with an AWD option.
