For comparison purposes, the Alutec Grip alloy wheels I put on my RAV4 are 22 lbs each for size 17x7.5.Stock steelies weigh 27.2 lbs on my scale (steel wheels only).
Actually pretty light for 17" steelies.Hefty little suckers.....

However - it doesn't mean you couldn't find better efficiency in a very lightweight set of 17" alloys with a lighter weight all or 3 season tire (Ie not an off road heavy tread tire).

the oem alloy wheels are a LOT thicker than the steel wheels.
that’s not to say they’re heavier, but until one gets weighed, it’s sheer speculation.
The best aluminum wheel I have ever seen is from Mercedes, 81-84 240d with a hubcap. The wheel looks like a regular ol steel wheel. BUT, it’s aluminum, and weighs 9lbsOf course - which is why I said that I would assume the aluminum would be some weight less than the steelie. But like you pointed out - how a wheel is constructed can play a massive role as well.
