I always set it up so I owe tax money. Why should IRS have my money all year and not pay ME interest?

I always set it up so I owe tax money. Why should IRS have my money all year and not pay ME interest?
That probably makes a little more sense now, but my local bank which closed last year the interest rate on my savings was 0.00%, I prefer to pay ahead a little & get a refund, people are mad if they have to pay in, but happy with a refund, even though it's their money.

I would rather get some money back than have to pay. I know someone how owes a ton every year, he never realized he was paying penalties for owing as much as he did. This year I am supposed to get a big refund due to energy efficient upgrades I did to my house.
