Yes most quote bottom of frame to even ground clearance heightIt is typical from most manufactures best as I can tell.
Only time stuff comes into play is when yours going over strange stuff like rocks and ruts where pieces and portions may stick up or down more. like on the OP picture normally when clearing something the tire would just carry the car over anything that would hit the shock there unless youre doing some serious off roading or rock crawling.. and most of these are not made for that.I just went out and measured my Chevy Colorado (2008) and the spring attached next too back wheel is 8 inches. It is 4 wheel drive and been in many rough back country roads in the Rockies and never had an issue.
