Well done. Above my skill level.I have finally got Cruise working on my XL. I'm not positive that you absolutely have to have both of the IPC inputs, however, I have working cruise, so I haven't dug into it too far. If anyone wants to challenge it, feel free to post the results!

You can probably pick up proximity keys pretty cheap on ebay. Ive done that before with other carsI'm pretty sure the proximity key is exclusive to the Lariat, which you would need to get push button start working correctly.
I wonder if it would be possible to just put Cruise switches in the original wheel? First I want to say AWESOME JOB with this hack! I wonder what hardware beyond what is available on the lower trim levels really is required for adaptive cruise. It is my understanding that all models have automatic emergency braking which requires similar (if not identical) proximity sensing.Adaptive cruise requires extra hardware for proximity sensing that is not installed on any trim except Lariat Lux package.
Regular cruise control is just software (and control buttons mapped correctly like OP’s magnificent work with the alternate steering wheel).
Agreed that it definitely could be added as an option, but doing so would increase the base price (or a HUGE margin on the option) because of the losses on margins of the XLT upgrades.Another example of Ford's needless segmentation between trim levels. Obviously CC could just be an option on the XL. smh
