Yea I was planning to do a temp fix with JB weld. Winter storm road debris went through the splash shield. It's pretty small but was enough to go through the pan.

Doc fees are capped at $150 in Washington. Definitely check the DOL site for registration and licensing fees. $850 seems high. Someone posted their numbers from Bowen Scarff earlier and I think it was in the $400s.
