Am I allowed to cancel the order and put in an order with another dealer?

I also ordered from them. The only "final" price he said was the build printout we did would be the final besides taxes and fees. While he said he wouldn't do any of the markups, I wanted to get it in writing.

Called my dealer today 4 Nov (put in an order yesterday) and asked if we can do a buyer's order now instead of waiting until the truck gets here so I wouldn't be surprised of the price I pay. He said they couldn't because a VIN number is required. Is this true/ any way to guarantee on a set...
