You might be able to get to the hinge thru the gap when the door is open. Hinges used to be adjusted from there to raise or lower height. If that doesn't work a shim at the hood to hinge attachment point will raise the hood . If the truck is fairly new dealer might adjust it for you as a courtesy.

Are you sure it has towing package? Trailer hitch alone is not tow package. I don't think you can get tow package on XL Hybrid, only hitch.
