After digging it seems that the 2.0 ecoboost uses a Borg Warner K03 turbo. Which are good for about 15psi boost with OEM housings. It's very possible it's being pushed out of its efficiency range; especially if it's making more boost lower in the RPM range and it's tapering off as the RPMs rise...

"significant power falloff in the upper end" What's your elevation? That's around stock boost levels, with a tune.

OEM Ford BRF1908 for the lobo Which the euro Focus ST, and the Lincoln Corsair share these pads. EBC Brakes Catalog maps both vehicles (Lobo and ST) to the same D2180 pad shape profile. So it should work.
