I had a 2.0 XL prior to this Mav, liked it a lot but traded up to this XLT Hybrid for fuel economy reasons. It's unfortunate that this issue makes the hybrid look bad, because in theory it's not related to the HEV system itself but rather an issue with the undersized 12V battery on hybrids.
Posting my experience with my 2023 Maverick Hybrid, have seen others posting here with the same issue.

So it's not a lot of data points (189 responses) but here are some takeaways based on order data from this thread vs. reported Ford commodity mix here. Green/less than 100% allocation means good for a (likely) faster build.
Trim level disbursement looks roughly on par with planned production...
I think in general your first theory is correct. Although when you start multiplying by package percentages, it won't be as accurate because some packages are restricted to a certain trim level or engine.
Probably a long shot, but looking for some FX4 takeoff wheels (and maybe tires) to put on an XL. Located in SE Michigan, could travel a couple hours if I find the right deal.
Ventura CA is quite a hike from Hermosillo--I would've expected one to arrive in San Diego, Tucson, or Phoenix area first.
