I'm pretty sure I've heard that listing custom orders in their inventory is a Ford mandated thing, not a dealer choice. Either way it's pretty annoying when you're trying to actually shop.

There 100% is a QC hold. Source: trust me bro Seriously though, the hold is a fact. Whether it applies to every single job 1 build I'm not sure but, there is a hold just like there was for the refreshed 25 explorer. That was "just a refresh" just like the Maverick and it got held for the 6 weeks.
