Adjusting the position of the rear bumper may be easier than trying to tweak the tailgate, because the tailgate pivot point is kinda loose by design.

From my experience, once your battery is recharged to its designed maximum on a downhill run, regen braking stops, because the battery cannot be charged past that limit, and the motor starts to provide some drag to help control the effects of gravity.

At freeway speeds, your engine is likely running most if not all the time.
You could watch your current MPG display and see the difference when you change modes.

Rear tires are not driven tires, so odd wear pattern indicates alignment issues.
Take it to a reputable alignment shop and have them check all mechanicals, nuts and bolts.
