most new vehicles get delivered with 2X miles, anything over 30 and someone had fun with it...... but 20 ish is normal. The lowest I have seen was my GF X5 which was delivered with 16 miles, anyways there is no such thing as a "zero" miles vehicle.

It has very little to do with what the owner wants, most insurance companies will declare a vehicle totalled if the frame is even slightly damaged or if the repair cost is over 50% of the "value" of the vehicle.
