most new vehicles get delivered with 2X miles, anything over 30 and someone had fun with it...... but 20 ish is normal.
The lowest I have seen was my GF X5 which was delivered with 16 miles, anyways there is no such thing as a "zero" miles vehicle.
What is your issue? I didn't see anything to complain about, they are honoring their discounts as they said they would.

It has very little to do with what the owner wants, most insurance companies will declare a vehicle totalled if the frame is even slightly damaged or if the repair cost is over 50% of the "value" of the vehicle.
I have never owned a car that had a drain hole in the exhaust( And I have had many but never a ford)
My current daily driver is about to reach 50k of hard MN winter miles and not even a speck of rust and no hole in the exhaust and yes it is a turbo(twin) vehicle.
