I noticed that for tow/haul as well. Unless you're maxing out your towing capacity, tow/haul isn't always beneficial. On flat land once at highway speed, normal works fine and gives you more engine free coasting where the gas engine in tow/haul will stay running.
With the ECVT, there isn't 'gears', so the only thing really changing is the 'default' pedal response. You need more power to pull the trailer, so pressing the pedal harder in normal is just the same as lightly pressing it in tow/haul.
